Abstract
In the context of an unstable economic situation in the EU created by the 2008 crisis, the idea of a "two-speed" Europe begun to develop, as a tool for achieving economic growth in the EU Member States. This article deals with the process of economic and political integration of European States, as well as the prerequisites for the establishment of the concept of a "two-speed" Europe. The article consistently examines the dynamics of formation of the three effective organizational legal forms of supranational legal entities. The paper investigates the interrelations between the prerequisites of the concept of a "two-speed" Europe and the intensity of the creation of supranational legal entities in EU Member States. The authors also identify prospective lines of concept development and formation of supranational legal entities under EU law.
