Abstract

The European Union has the competence of the Member States, which allows its main institutions providing the solution of actual legal problems. The legal capacity of European Union manifests itself in a wide range of social and economic spheres, and legal forms, which are endowed with the Council, the Commission, Parliament and Court of Justice. On the basis of research possible simulation of a mechanism for implementing competence of the main EU institutions to solve actual legal problems. In this total legal issues, the most important is the development of human rights protection institution in general and the protection of property rights in particular.
