Abstract

The author of the article covers legal bases of the creation of the Union of South American Nations (USAN). The author analyzes the issues of signing the constituent agreement, gives information by whom, when and where it was signed, estimates legal bases of the constituent treaty coming to force in states–founders by ratification. The author investigated and presented statistical data on the ratification, population of the founder states and their territory and based on the researched data developed a discussion. Concluding the discussion the author points out that in the beginning there was little power in the organization due to the ratification by insufficient number of countries, draws attention to the fact that the biggest country of the region was the last to ratify and analyzes which countries did not ratify and why. Then the place, role and powers of the Secretaries General are described with short biographical data of each Secretary General, their periods of being in the office and their background. In the conclusion the author considers the expediency of a further scientific research and emphasizes the importance of connections between Russia and Latin America for various reasons including also the problem of food security. The author also touches upon the problem of emigration from Russia to Latin America and outlines five stages thereof. For research purposes the author discusses various opinions and compares relevant legal documents and news reports quoting related significant publications in Russian.
