TENDENCIES OF LAND REFORM DEVELOPMENT IN KAZAKHSTAN UNDER THE CONDITIONS OF THE MARKET ECONOMY

Abstract
Land relations play an important role in the formation and development of a state. This article analyses the agricultural reorganization in the Republic of Kazakhstan from 1990. There were five stages of the land reform when the activities of the reconstruction of agricultural enterprises and privatization of land started to be carried out, and the changes were made in the field of land use management. This article covers main legal acts regulating land ownership, land tax and land use management, and the conditions for the development of market relations. The author points out some negative sides of the land reform process; discusses possibilities provided by legislation for rational use of the land fund; considers the existing problems and gaps in the land legislation, and offers solutions to eliminate them.
