Abstract

The term permanent lawmaking is widely used among lawyers. However, the conceptual aspects of this phenomenon have not been studied. The author set the task to fill in this gap and identified a number of features, as well as the purpose of this phenomenon. In this case the teleological factor is considered as the most important factor in determining the legal concepts.
